Hey...
The main difference between Blog and website promotion is...
website are promoted for only visitors and SEO is a main source for promotion of websites.
on the other side blog promote is for both visitors and advertisement....
There are huge number of blog directories and other blogs where you can comment and promote your blog

There is no difference in using a blog, forum, website to promote. If you create back links found by Google then they will be judged the same whether the site is a forum, blog etc.

Blog promotion is for advertisement and visitors. The big number of blog directory and other blogs where you can post your comment to promote your blog.
and web promotion is only for visitors. through SEO you can promote your website.
